Subscribers
Subscribers is under Site Features in the left-hand menu. It holds the people who have signed up to receive your email digest.
You cannot add a subscriber here. There is no Create button, deliberately — people subscribe themselves through the website, and confirm their own address.
Why you can't add people
Subscribers add themselves and confirm by email. That confirmation is what makes the list legitimate — every address on it belongs to someone who asked for it and proved they own it.
Adding addresses by hand would break that, and mail sent to people who never opted in is the fastest way to get an association's email marked as spam.
If someone wants to subscribe, send them to the sign-up form on the website. That is the correct answer and the only one.

Status
Status is the field worth understanding when someone says they aren't getting emails.
Someone who has signed up but not clicked the link in their confirmation email will not receive the digest. That is the most common cause of "I subscribed but nothing arrives", and the fix is for them to find that email — often in a spam folder — and click the link.
Topics
Subscribers choose what they want to hear about. Someone who only chose one topic will not receive items from another, and that is working correctly rather than a fault.
Check a person's Topics before investigating anything else — it explains most "I didn't get that one" reports.
Removing someone
You can delete a subscriber, and you should if they ask you to.
Prefer the unsubscribe link where you can — every digest carries one, and using it records the choice properly. Deleting the record by hand also works, but if the same person signs up again later there is no trace of the earlier request.
Act on any unsubscribe request promptly, however it arrives.
What gets emailed
Three things go into the digest automatically:
- News — every published article
- Job Openings — every active job
- Documents — but only those with Notify Subscribers ticked
